The Special Telecommunications Service organizes and coordinates activities in the field of special telecommunications for public authorities in Romania and other users provided by law.
According to the regulations of Law no.92/1996 with its subsequent amendments, STS has the following attributions:
a) manages, operates and develops special telecommunication networks;
b) manages radio spectrum with government use, assigned to special telecommunications;
c) for protection purpose, it keeps a record and monitors the national radio spectrum under its management as well as that of all structures which are part of the national defence system, based on a series of mutual protocols;
d) performs technical control of the telecommunication networks in its administration and provides confidentiality to the special telecommunications;
e) organizes and runs its own training for battle and mobilization, according to the legal provisions and orders, instructions and military regulations;
f) when proclaiming a state of siege or emergency, when declaring mobilization or war, it prioritizes the special connections for the Military Command Centre and the other components of the national defence system, at central and territorial level, according to the law;
g) collaborates with the Ministry of Communications and Information Society as well as with the defence, national security and public order institutions, on the basis of common methodology in order to ensure compatibility of its own systems to those in the national defence system as well as to the public telecommunication network;
h) provides adequate national safety measures in its field of activity, according to the legislation in force;
i) ensures the inviolability of special telecommunications equipment and networks, as required by law;
j) ensures compliance with specifications and technical and quality standards stipulated in the current regulations, in order to develop the special telecommunications infrastructure;
k) organizes the networks and performs special telecommunication services in accordance with beneficiaries’ interests;
l) establishes the criteria for distributing subscriber posts to its legal beneficiaries and submits them for approval to the Supreme Council of National Defence;
m) performs other necessary activities such as: technical and material supply, including imports, technological and IT R&D, human resource and education activities, transportation, medical care and recovery, as well as social, cultural and sporting activities for its own personnel, according to the legal provisions;
n) may obtain extra-budgetary revenues from telecommunications services provided under the law, which will be intended for the development of the special telecommunications system.
According to the Government Decision no. 585/2002 and the ORNISS Directives, the Special Telecommunications Service, as Designated Security Authority, establishes, for its area of activity and responsibility, own policies and measures regarding the organization, coordination and the control of the (electronic) classified information protection activity and set up the following INFOSEC authorities: the Security Accreditation Authority (AAS - TS), the Communications and Information Security Authority (ASIC - TS) and the Cryptographic Material Distribution Authority (ADMC - TS).
According to OUG no. 98/2010, with its subsequent amendments, regarding the identification, designation and protection of critical infrastructure, the Special Telecommunications Service is the Public Authority Responsible for the Critical Infrastructures in Competence related to the ICN "Information and Communication Technologies" and "National Security" sectors.
According to the Government Decision no. 557/2016, concerning the management of risk types, STS has a main role in ensuring the continuity of the functioning of the communication and information networks for the National Emergency Situation Management System (SNMSU).
According to G.E.O. no. 34/2008 on the SNECS organization and functioning, with its subsequent amendments, the communications Service is the SNECS Administrator, i.e. it runs installing, operation, maintenance activities to the System.
