Recruitment criteria

The STS policy on personnel recruitment and selection is part of HR management, its aim being to attract and hire high-level specialists in all fields of the institution, in order to achive its organizational objectives and to ensure all its employees’ integration, evolution and career development.

The ideal candidates to be hired by the STS shall cumulatively meet the following general criteria:

  • Romanian citizenship and permanent residency in Romania;
  • very good knowledge of Romanian both in writing and speaking;
  • military training completed for men, if necessary for the positions requiring it;
  • able-bodied and medical healthy for the positions they are going to be hired according to the medical norms;
  • be not more than 45 years old, with the exception of persons applying for the position of 112 operator, who must be not more than 40 years old;
  • have not been convicted by final court decisions for intentional criminal offences or have not served prison sentences for unintentional offences and they are not under investigation or trial;
  • as long as being active in the military, comply with certain restrictions and restraints of rights and liberties, according to the current legislation.
Military rules

According to the legal provisions, military personnel must not exercise the following rights:

- membership in political parties, entities and organizations, or to carry out activities of political propaganda by any means or on behalf of independent candidates running for public positions;
- running for a position in the local public administration and in the Romanian Parliament, as well as for President of Romania;
- declaring or taking part in a strike;
- holding different positions other than those in which they are employed, except for the concurrent positions;
- be sole associates or to directly participate in a commercial entity’s leading or management staff, except for those appointed in the boards of directors within autonomous companies or commercial entities subordinated to STS or within defence industry or in connection with it.

Rights and liberties that are restrained to active military personnel:

- political views can be expressed only off-duty;
- publicly expressed opinions that are contrary to Romania’s interests and its military forces are not allowed;
- the circumstances under which active military personnel is allowed to make military information public are set by the Director’s order;
- membership in religious cults is free, except for those contrary to legal norms on public order, as well as those that affect morality and exercising professional activity;
- joining various professional, technical-scientific, cultural, sport-recreational and charity associations is allowed according to the military regulations, except for trade unions or associations, or those contrary to unique command, order and discipline that are specific to the military;
- participation in political or trade union meetings, protests or processions is forbidden;
- the personnel can travel abroad under the conditions set by the Director`s order.

Military personnel’s duties

- be loyal and devoted to the Romanian country and its military forces, fight defend Romania till death if necessary, observe and defend the values of constitutional democracy;
- observe military oath and military regulations, obey commanders’ and chiefs’ orders precisely and promptly, being responsible for the way the assigned missions are accomplished;
- develop professionally, provide subordinates with proper education and training and defend their rights;
- it is forbidden to disclose any military or state secrets, restricted information, as well as the confidentiality of certain documents and activities.

It is forbidden to order military personnel to conduct activities against the law, war practices and international conventions Romania is part of; refusing to obey such orders does not entail civil or criminal penalties.

In order to devise a selection database, the S.T.S. recruits:

- IT&C engineers;
- electric power supply engineers;
- electric power supply specialists;
- AC and security systems;
- high-altitude work specialists;
- business analysts.

In order to be selected for one of the positions mentioned above, applicants shall submit/ send a letter of motivation, indicating the position they apply for, as well as the city, to the following application form.

Applicants  shall attach other educational documents, qualification certificates and a CV (Europass).

Applicants who do not meet the requirements shall not be taken into account.

 

Overall recruitment requirements

The ideal candidate

a) have Romanian citizenship and permanent residency in Romania;
b) have a very good command of Romanian language;
c) the final grade to baccalaureate examination/ bachelor’s/master’s degree examination, according to the position to be assigned, must be 7.00 minimum;
d) in principle, live in the city the military unit to be assigned to is located;
e) be up to 45 years old
f) have proper civic and moral conduct;
g) have a clear criminal record;
h) as long as being active in the military, comply with certain restrictions and restraints of rights and liberties, according to the current legislation;
i) be available to work in any area of the country or abroad, according to the institution’s needs and interests.

Specific recruitment requirements 

I. IT&C engineers

I. IT&C engineers

a. bachelor’s/master’s degree in electronic engineering and telecommunications, systems engineering, computers and IT, applied engineering sciences (mathematics and applied computer science to engineering), computer science;

b. qualification in fields such as:

1) IT engineers:

- administration of operating systems (installation, configuration, security, update/upgrade Linux - Debian, Centos etc.)
- database administration (installation, configuration, security, backup, optimization - Oracle, PostgreSQL, MySQL);
- administration of virtualization platforms (VMWare);
- IT systems administration (applications, services, protocols, web, mail, digital video contents, DNS etc.);
- Internet service administration (connections, protocols, configuration, ISP security level) and Internet-related (LIR, domains etc.);

2) IT engineers,  web programming specialists:

- IT applications analysis and design;
- IT PHP/JavaScript/Java applications development;
- use of frontend and backend frameworks (Laravel, VueJS, ReactJS, jQuery etc.);
- use of related and non-related databases (SQL / NoSQL);
- knowledge in the field of Agile Development (SCRUM, Kanban etc.) and task organizing;
- use of VCS for version control projects (Git);
- report design in Jasper Reports;

3) IT engineers,  specialists in mobile application programming:

- development of Android/iOS applications;
- development/ integration of web services (REST), SDK-uri 3rd party, Android/iOS framework;
- use of VCS for version control projects (Git);

4) Communication engineers:

- equipment installation of terminals in wire communication (switch, router) and radio networks (IDU, ODU, antennas);
- equipment configuration and administration in radio and wire communications;
- configuration definition and implementation for wire communications and radio services;
- design of wire communication and radio networks;
- operation, maintenance and monitoring of infrastructure and services for wire communication and radio networks;

 
II. Electric power supply engineers

II. Electric power supply engineers:

a. bachelor’s/master’s degree in the following fields:

- electrical and energetic engineering;


b. qualification in fields such as:

- design and dimensions of electric power supply equipment/ systems;
- data register/ sheet fill out in order to purchase electric power supply equipments ( electric power stations, continuous power supply sources, power generators and, as well as other related systems);
- organization, administration and maintenance of power distribution panel, lightning and power circuits, power generators and electric power supply integrated systems;

III. Specialists in electric power supply systems

III. Specialists in electric power supply systems:  

a. electrician degree/ certification;

b. qualification in fields such as:

- Installation, maintenance, repair and control of power supply equipments, as well as internal and external electrical installations;
- check-ups of earth/ ground wires installations, as well as  various electrical measurements regarding dispersion resistance of earth sockets;

NOTE: available only in Bucharest and Braşov county

IV. AC and security systems engineers

IV. AC and security systems engineers:

a. bachelor’s/master’s degree in the following fields:

- automatic control, electrotechnics, electrical engineering, electronics, engineering sciences (engineering and installation a.k.a. E&I), mechanical engineering (thermal systems and equipments);

b. qualification in at least one of the following fields:
- installation, maintenance and monitoring of AC systems: aggregates cooling systems/ AC units for data-centres, equipments of cooling control and distribution, AC’s condensate drain line, temperature and humidity sensors;
- installation, maintenance of technical security systems in case of access control and break-in;
- installation, maintenance of technical security systems in case of fire alarms and when you put out a fire;
- installation, maintenance of closed circuit television systems (CCTV);

NOTE:  available only in Bucharest, as well as in the counties of Braşov and Cluj

V. High-altitude work specialists

V. High-altitude work specialists:

a. high-altitude work degree/ certification;
b. qualification in fields such as:

- installation and intervention on radiant elements related to radio communication systems;
- exploitation of various equipments, as well as measuring and control devices  used for radio communication networks;

NOTE: available in Bucharest, as well as in the counties of Botoşani, Dolj and Iaşi

VI. Business analysts

VI. Business analysts:

a. bachelor’s/master’s degree (certifications in the field of business analysis are an advantage);
b. at least one-year experience in analyzing, collecting, organizing and formalizing business requirements for the client;

c. qualifications in the following fields:
- general knowledge in IT, being able to understand specific concepts;
- business analysis planning;
- at least medium level use of modelling standards and instruments (UML 2.0);
- good command of software analysis and development methodologies (Waterfall, Agile Scrum);
- use of USE CASE to manage business process;

- use of various applications in order to set up the necessary diagrams for (BPMN, DFD, ERD, USE CASE, Wireframes)- Visual Paradigm, Bizagi, Enterprise Architect;
- ability to manage requirements documents;
- good command of English language; knowledge of any other foreign language would be an advantage;

Europass CV

The Europass CV is a European standardized document, required by various public or private institutions for recruitment purposes.

The sections fill-in is based on standardized self-assessment grids, such as the one referring to language skills, according to the Common European Framework on foreign languages.

The sections on skills allow presenting those obtained as a result of both formal education and non-formal circumstances, such as technical skills.
