The Special Telecommunications Service has identified and implemented a solution for accessing the emergency service by people with hearing and/or speech disabilities by integrating into existing SNECS architecture an SMS reception/transmission functionality, keeping, however, the basic functional characteristics of the 112 voice service: free of charge and accessibility.
ATTENTION! Calling the 113 SMS emergency number is possible only on Orange, RCS-RDS, Telekom, Vodafone mobile communication networks.*
In accordance with art. 10 lit. g) of the Government Emergency Ordinance no. 34/ 2008 on the organization and functioning of the Single National Emergency Calls System (SNECS), approved by Law no.160 / 2008, the 112 emergency call centers are responsible for "receiving calls from persons with disabilities".
The above-mentioned legal framework was recently completed by Law no. 132/2015 which introduces the concept of a message associated with an emergency call, establishes 113 number as the unique number for the messages associated with the emergency calls on public mobile networks and provides for the rights and obligations both for the users and the SNECS administrator and providers of mobile telephony services for public.
STS has identified and implemented a solution for accessing the emergency service by people with hearing and/or speech disabilities by integrating into existing SNECS architecture an SMS reception/transmission functionality, keeping, however, the basic functional characteristics of the 112 voice service: free of charge and accessibility.
The solution enables sending and receiving short SMS messages ensuring the following facilities:
Access to service
The minimum set of information required to addressing the emergencies
Two-way communication with the caller
Please, register the mobile phone number you will use for the emergencies announcement on the SNECS database according to the registration procedure;
If you have an emergency, call immediately 112 number;
The 112 operator will answer the call, but will not initiate a dialogue and he will close the connection because you will be automatically identified by the system as a person with hearing and/or speech disabilities.
You will receive an SMS with the text “SEND AN SMS TO 113 WITH THE EMERGENCY AND ADDRESS OF THE INCIDENT”;
Reply via SMS to 113, briefly describing the emergency and indicating the exact address, including the county. It is recommended not to use the diacritics in order to speed up the transmission;
After sending the SMS, you may still receive messages from the 112 operator with additional questions. Answer shortly and be as accurate as possible;
The 112 operator will send your data to the specialized intervention agencies (Police, Ambulance, Firefighters, SMURD) which will help you in the emergency you have.
* Due to the lack of special roaming agreements for sending text messages to 113 between mobile network operators from countries across Europe, foreign citizens must use SIM cards from Romanian mobile network operators (Orange, RCS-RDS, Telekom, Vodafone) in order to access the 113 SMS Service. The registration process could be done online by using the online registration or by sending the printed forms filled out with the required personal data (identification and medical documents confirming the disability profile) to STS at 323A Splaiul Independenţei, Sector 6, Bucharest.
